Bios

Brian Utley, President & CEO

Brian Utley leads Periscope Holdings, Inc., guiding the firm’s strategic direction, spearheading investor relations, supervising daily operations and overseeing high-profile sales. He recently headed up significant sales to the City of New Orleans, the State of New Jersey, the City of Baltimore and the State of Arizona.

Utley offers more than 15 years of experience in public affairs, public relations, strategic consulting, marketing and political consulting. He also provides extensive expertise in public procurement and is a NIGP Government Certified Contractor (GCC).

Prior to joining Periscope, Utley served as Special Assistant to the Texas Comptroller of Public Accounts and as Political Director for Texas for John Sharp. Previously, Utley worked as a director at Temerlin McClain Advertising, helping companies and political organizations fulfill their communications objectives.

Utley is extremely involved in community service as a board member on the Texas Neurofibromatosis Foundation and the Busby Foundation (fighting Lou Gehrig’s disease), and as a member of the Young President’s Organization. Utley earned his Bachelor of Science in Political Science from the University of Texas - Dallas.


John Walters, Executive Vice President – Periscope
President – NIGP Code Services Group

John Walters has a dozen years of experience in the product set and procurement market, and is frequently featured as an expert speaker at state and local functions on procurement issues and the NIGP Code.

Prior to creating Periscope Holdings with Brian Utley, Walters was a managing director for electronic commerce products at Ambac Connect, helping develop and execute eProcurement strategies and solutions for the public sector. While there, he provided product development input for BuySpeed™, BuyBoard and iBidBoard, helped implement two statewide eProcurement projects, and built relationships with key strategic and channel partners.

Previously, Walters was with Andersen Consulting, where he worked with mainly consumer products and retail clients, and conducting research for companies like Microsoft, Samsung and Wal-Mart.

Walters earned his Bachelor of Business Administration in Marketing and his Master of Business Administration in Finance at Mississippi State University.


Chris Kennedy, Vice President of Consultative Services

As the leader of Periscope Holdings’ Professional Services team, Chris Kennedy is responsible for delivery of all services related to BuySpeed implementation and upgrades – including project management, product modification, business policy and process redesign, training and support. Kennedy is also in charge of the company’s consulting services related to procurement optimization.

Prior to joining Periscope, Kennedy was a senior manager with Deloitte Consulting's Public Sector Strategy and Operations practice, serving state agencies, cities, counties, public utilities and school districts. Previously, Kennedy held various positions with the State of Texas, including with the Office of the Governor, House of Representatives, and the state's environmental regulatory agency.

Kennedy earned his Bachelor of Arts in Political Science at Trinity University, and his Master of Public Affairs/Master of Arts in Latin-American Studies at The University of Texas at Austin.


Greg Flores, Vice President of Technology

Greg Flores has over 20 years’ of experience in software development and technology project management, which he employs to develop and manage Periscope Holdings’ technical resources and software products. Flores is responsible for the short- and long-term product development of the BuySpeed™ and eCatalog suites, as well as the supervision of the technologies used to implement these solutions.

Prior to joining Periscope, Flores was a managing partner of several product and consulting organizations that worked primarily with the public sector. Previously, he was a technology consultant with TRW, working with state and local government entities to provide support, maintenance, enhancements and implementation recommendations for mainframe and client-based applications.

Flores earned his Bachelor of Business Studies in Information Systems at the University of Texas - Arlington.


Pat Stutz, Vice President of Operations & Finance

Pat Stutz offers Periscope Holdings’ clients with almost 20 years of senior-level technology experience and special expertise in process management. Stutz directs process implementation and daily operations, and oversees the firm’s finances and human resources.

Prior to joining Periscope, Stutz spent a decade in management with Sage Software, completing her tenure as senior manager of corporate services, where she managed 13 North American locations and led several strategic U.S. projects. Previously, Stutz was the firm’s director of operations, where she played a strategic role in completing two acquisitions and transitioning those companies into the operating division.

Stutz earned her Bachelor of Arts degree at the University of Missouri at Columbia.


Joyce Ann Konigsburg, Director of Client Services

Joyce Ann Konigsburg offers Periscope Holdings’ clients an extraordinary combination of organizational and technical expertise, specializing in information technology, strategic planning, process reengineering and compliance. Konigsburg manages the company’s customer support, training, quality assurance, documentation, custom reporting and internal project management.

Prior to joining Periscope, Konigsburg was a senior information technology manager at Dell Inc., where she led a global process improvement and assessment initiative, and established company-wide compliance processes. Previously, she held senior leadership positions in customer and application support, research and development, and quality assurance at several technology and financial-service firms.

Konigsburg earned her Master’s degree at St. Mary’s University, her Bachelor of Science in Computer Science at the University of Texas - Dallas, and her Bachelor of Science in Telecommunications at the University of Florida.

National Institute for Governmental Purchasing (NIGP) – National, nonprofit, membership-based organization dedicated to developing, promoting and supporting public-sector procurement professionals. With more than 2,600 member agencies representing more than 16,000 professionals across North America, the Institute has international reach. Periscope serves as the sole custodian of the NIGP Commodity/Services Code, commonly used to classify products and services procured by governmental entities.

CGI, Inc. – Global provider of management and technology consulting services, specializing in government entities. CGI offers implementation and support of the Advantage financial system, change management services, and spend management and analysis. Periscope has integrated its eProcurement software, BuySpeed™, to the Advantage system and works with CGI to implement statewide systems and perform spend analysis reviews.

Crowe Horwath, LLP – Experts in understanding and advising on government financial processes. The firm also offers a broad spectrum of technology and financial management solutions, including Microsoft Dynamics GP, Microsoft Dynamics AX, and SAP.

Dell | ASAP Software – Helps organizations simplify IT by providing expert guidance on software licensing agreements and acquisition methods. With state software contracts in more than 34 states, Dell has often introduced volume licensing programs to state governments, saving them thousands of budget dollars. BuySpeed™ is available through Dell | ASAP contracts.

GTSI – Offering technology products, professional services and IT infrastructure solutions for all levels of government since 1983. GTSI is the exclusive IT provider on the U.S. Communities contract.

Mitchell Humphrey – Provides business process and management solutions to clients throughout North America, including implementation of Microsoft enterprise management solutions DynamicsGP and DynamicsAX.

U.S. Communities – Originally designed as a nationwide purchasing cooperative to serve as a procurement resource for state and local government agencies, school districts, higher education and nonprofits. Today, U.S. Communities provides business process and management solutions to clients throughout North America.

Additionally, Periscope has partnered with such web retailers as Dell, Fisher Scientific, Grainger, Hewlett-Packard, Office Depot, School Specialty Supply and Staples, implementing punch-out integrations.
