Bios

Brian Utley, President & CEO

Brian Utley leads Periscope Holdings, Inc., laying the foundation on which the company has built its leading purpose to eradicate waste and maximize value. Brian takes a customer-oriented approach in leading Periscope, ensuring that all business functions align with Periscope’s purpose. This dedication helps the company to succeed in saving money and enhancing transparency for the public sector entities and institutions of higher education it serves.

Brian is a public procurement thought leader, known for actively driving innovation and striving to deliver on the promise of purpose-based procurement. In earlier years, he was employed at a government agency, which is where he acquired the initiative to raise efficiency and streamline processes for the public sector.

Brian offers more than 15 years of experience in public affairs, public relations, strategic consulting, marketing, and political consulting. He also provides extensive expertise in public procurement and is an NIGP Government Certified Contractor (GCC).

Prior to joining Periscope, Brian served as Special Assistant to the Texas Comptroller of Public Accounts. In addition to leading numerous real estate investments, Brian previously worked as a director at Temerlin McClain Advertising, helping companies and political organizations fulfill their communications objectives.

Brian is extremely involved in community service as a board member for the Texas Neurofibromatosis Foundation and the Busby Foundation (fighting Lou Gehrig's disease). He is also an active member of the Young President's Organization and formerly served as the membership chairman. Brian earned his Bachelor of Science in Political Science from the University of Texas - Dallas.


Jean A. Clark, FNIGP, CPPO, C.P.M., CPPB, CPM, President, NIGP Commodity/Services Code

Jean A. Clark possesses over 30 years of public procurement experience at the state and local level, and is retired from the State of Arizona after serving almost 10 years as the State Procurement Administrator. In her current position as President of the NIGP Code, Jean’s primary responsibility includes management of the NIGP Code and Consulting programs with a focus on assisting government agencies in achieving a high performing procurement organization.

She is a Past President for the Arizona Capitol Chapter and Past President for the National Institute of Governmental Purchasing, Inc. (NIGP). She is also a Past President of the National Electronic Commerce Coordinating Council and Past Treasurer of the Universal Public Procurement Certification Council.

Over her career, Jean has received the prestigious National NIGP Buyer of the Year Award and is a twice earned recipient of the National NIGP Manager of the Year. Jean, while representing the State of Arizona, was the recipient of the NIGP 2011 Innovations in Public Procurement Award for ProcureAZ, the State’s eProcurement System.

In 2011 she was awarded NIGP’s Albert H. Hall Memorial Award, the highest form of recognition offered by the Institute. The purpose of this award is to recognize a former or present member who has made outstanding contributions to NIGP over an extended period of time. Jean’s most recent public organization recognition was being named the 2012 Leader of Year for Government Public Policy.


David Nelson, Chief Financial Officer

David Nelson provides strategic financial leadership to Periscope. As CFO, he is focused on managing rapid growth and profitability while aligning strategic business functions to create value. David brings 30 years of finance and operations management experience in both large public and small high-growth technology companies.

Prior to joining Periscope, David was Chief Financial Officer and VP Finance Planning and Analysis at Q2 Holdings, where he played a key role in the company’s significant growth and successful IPO. Prior to Q2, he was Chief Financial Officer and/or Chief Operating Officer at four successful startup technology companies, including Trillion Partners, Salion, Hire.com and Merrin Financial. David started his career at ITT Corporation in various finance and accounting positions as well as a year as Assistant to the Chairman.

David has an MBA in Finance and Accounting from Southern Methodist University, a Masters of International Management from Thunderbird, School of Global Management and a BA in Economics from Kalamazoo College.


Fred Tillman, Chief Information Officer

As Chief Information Officer, Fred Tillman is responsible for product & information strategy, software development, and IT infrastructure for Periscope’s procurement solutions. Fred became the CIO of Periscope when BidSync was acquired in December 2014. Since joining BidSync in 2010, Fred led BidSync’s product teams to develop and release three new products in three years, with a customer retention rate of 98%. His leadership creates a collaborative environment that results in opportunity for employees, increased value for shareholders, and improved efficiency and capabilities for clients.

Fred received a Bachelor of Computer Science from Oklahoma State and an MBA from Texas Christian University. Prior to joining Periscope Holdings and BidSync, Fred gained extensive management experience in top-tier, international companies, developing and deploying global commercial SaaS software products and services.


Ken McFarland, Vice President of Solutions & Field Operations

Ken McFarland has more than 20 years of experience in management & technology consulting, software sales and sales management. Ken leads the company’s sales and business development organizations. Along with Periscope’s other executives, he is responsible for customer satisfaction and serves as an advocate for Periscope’s customers.

Prior to joining Periscope, Ken worked in various sales roles at SAP, Harcourt Assessment, i2 Technologies and Vignette. He was a key performer and sales leader at each of these organizations, setting a standard for revenue growth and customer satisfaction. He spent the first years of his career in technology as a consultant with Andersen Consulting (now Accenture) and Trilogy Software, managing and delivering large and complex implementations of custom and packaged software.

Ken earned his Bachelor of Business Administration in Finance from the University of Texas at Austin.


Chris Kennedy, Chief Operations Officer

As the leader of Periscope Holdings’ Client Services team, Chris Kennedy is responsible for delivery of all services related to BuySpeed implementation and upgrades – including project management, product modification, business policy and process redesign, training, and support. Chris is also in charge of the company’s consulting services related to procurement optimization.

Prior to joining Periscope, Chris was a senior manager with Deloitte Consulting's Public Sector Strategy and Operations practice, serving state agencies, cities, counties, public utilities, and school districts. Previously, he held various positions with the State of Texas, including with the Office of the Governor, House of Representatives, and the state's environmental regulatory agency.

Chris earned his Bachelor of Arts in Political Science at Trinity University, and his Master of Public Affairs/Master of Arts in Latin-American Studies at The University of Texas at Austin.


Greg Flores, Vice President of Technology

Greg Flores has over 20 years’ of experience in software development and technology project management, which he employs to develop and manage Periscope Holdings’ technical resources and software products. Greg is responsible for the short- and long-term product development of the BuySpeed™ and eCatalog suites, as well as the supervision of the technologies used to implement these solutions.

Prior to joining Periscope, Greg was a managing partner of several product and consulting organizations that worked primarily with the public sector. Previously, he was a technology consultant with TRW, working with state and local government entities to provide support, maintenance, enhancements and implementation recommendations for mainframe and client-based applications.

Greg earned his Bachelor of Science in Information Systems at the University of Texas - Arlington.


Pat Stutz, Vice President of Operations & Finance

Pat Stutz offers Periscope Holdings’ clients with almost 20 years of senior-level technology experience and special expertise in process management. Pat directs process implementation and daily operations, and oversees the firm’s finances and human resources.

Prior to joining Periscope, Pat spent a decade in management with Sage Software, completing her tenure as senior manager of corporate services, where she managed 13 North American locations and led several strategic U.S. projects. Previously, Pat was the firm’s director of operations, where she played a strategic role in completing two acquisitions and transitioning those companies into the operating division.

Pat earned her Bachelor of Arts degree at the University of Missouri at Columbia.

National Institute for Governmental Purchasing (NIGP) – National, nonprofit, membership-based organization dedicated to developing, promoting and supporting public-sector procurement professionals. With more than 2,600 member agencies representing more than 16,000 professionals across North America, the Institute has international reach. Periscope serves as the sole custodian of the NIGP Commodity/Services Code, commonly used to classify products and services procured by governmental entities, and manages the NIGP Consulting Program.

Dell | ASAP Software – Helps organizations simplify IT by providing expert guidance on software licensing agreements and acquisition methods. With state software contracts in more than 34 states, Dell has often introduced volume licensing programs to state governments, saving them thousands of budget dollars. BuySpeed™ is available through Dell | ASAP contracts.

U.S. Communities – Originally designed as a nationwide purchasing cooperative to serve as a procurement resource for state and local government agencies, school districts, higher education and nonprofits. Today, U.S. Communities provides business process and management solutions to clients throughout North America.

Purchasing Solutions Alliance – Created in 2008, the Purchasing Solutions Alliance (PSA) is a purchasing cooperative for public agencies, including cities, towns, counties, special districts, political subdivisions, K-12, universities/colleges, nonprofits, state agencies, etc. The purpose of PSA is to help members save money on goods and services by identifying qualified vendors, complying with state bidding requirements and relieving the burdens of governmental purchasing by realizing economies of scale. Membership with PSA is provided at no cost and there are no obligations to meet minimum spending requirements. All contracts offered through PSA have been subjected to the competitive sourcing process mandated by state procurement laws and regulations. Generally, formal Request for Proposals (RFPs) are used to determine the highest ranked vendor that provides the best in terms of quality of products/services, delivery terms, customer service, reputation and pricing.

Texas DIR – DIRect is a State of Texas program for IT goods, administered by the Department of Information Resources (DIR). DIR has contracted with hardware, software, and technology services vendors and negotiated favorable pricing for their products and services. Their goods have met all State of Texas purchasing requirements, rendering the typical request-for-proposal process unnecessary. This favorable pricing is available to all state agencies, as well as local, public education and other entities.

Additionally, Periscope has partnered with such web retailers as Dell, Fisher Scientific, Grainger, Hewlett-Packard, Office Depot, School Specialty Supply and Staples, implementing punch-out integrations.

Acquisition Fueled by Private Equity Investment from Parthenon Capital Partners

Periscope Holdings has acquired BidSync, an industry leader in developing cloud-based procurement and bid notification solutions for the public sector. Periscope's addition of BidSync creates a true powerhouse in public and higher education procurement. The combined company will retain the name Periscope Holdings. The transaction closed on Monday, December 8, 2014.

BidSync is best known for its eSourcing solutions and for having the largest government bid notification system in North America, enabling suppliers and vendors to identify and respond to more bid opportunities, while Periscope has created a strong reputation in eProcurement, along with being the sole custodian of the NIGP Commodity/Services Code and the NIGP Consulting Program. Both companies are pioneers in the industry and have been instrumental in creating the solutions that have transformed public procurement over the last 15 years.

This acquisition was supported by Periscope's private equity partner, Parthenon Capital Partners. NIGP Code Customer FAQs

Q. How will this change impact me as an NIGP Code user?
A. You will not experience any changes to your NIGP Code subscription or the systems you currently use to access the Code. As Periscope and BidSync integrate, you will benefit from the vast experience, leadership, and product development that the combined company has to offer, which will only serve to improve your experience as a Code user. BidSync is a long-time NIGP Code subscriber and user, too, with vast knowledge and experience in applying the Code to agency solicitations.
Q. Will Periscope's role with the NIGP Code change?
A. Periscope has served as the sole custodian of the NIGP Code since our founding in 2001, and this role will not change. We will continue to be responsible for marketing and licensing the Code, overseeing Code change requests, and providing phone support and training to users.
Q. Will there be any changes to NIGP Code Support?
A. We will continue to operate NIGP Code Support from Periscope's headquarters in Austin, Texas. As always, you can reach support by calling (800) 757-6064 or emailing support@nigp.com.
Q. Who will lead Periscope Holdings?

Q. How will this change affect the quality of BidSync service I receive?
A. The acquisition of BidSync by Periscope Holdings will not affect the level of service you receive. The new company will still operate and support all products in the BidSync portfolio.
Q. How will customer service be handled?
A. We will continue to operate customer support from BidSync’s corporate office just as it has historically been. You can continue to use BidSync’s online ticket system or call Customer Support at 1-800-990-9339.

Q. Will I continue to use BidSync eProcurement or change to Periscope BuySpeed?
A. BidSync Source, Contract, Purchase, Requisition, and Vendor Management products will continue to be supported. You will still log onto the system and use the products you have been trained on and use daily.  The company’s commitment to product development and innovation will only grow, with a commitment to providing the market with the most advanced and broadest set of eProcurement solutions available.
 
Q. Who should I contact if I have questions about my account?
A. During this transition period, agency customers can contact Customer Support at 1-800-990-9339 to answer any questions that are not addressed within these FAQs.
 
Q. Do I need to start looking for a new (eProcurement, bid notification) service?
A. Absolutely not. BidSync is in the strongest position it has ever been in and will continue to be so. The combined company has a strong, experienced executive team and an innovative roadmap that will continue to deliver great value to government agencies, educational institutions, regulated businesses and the companies that do business with them.
Q. Will prices increase?
A. All BidSync products operate on a standard price list and will remain the same at this time.
 
Q. Will my online account portal be changed?
A. No. BidSync has recently updated its account portals and does not plan to change it.
 
Q. Will the services offered change?
A. No. Periscope Holdings does not anticipate changes to its eProcurement products within the foreseeable future, and brand names from both companies are being maintained. We will continually seek to improve our services, find efficiencies in the combined Periscope and BidSync products, and offer more to our customers.
Q. How can I know that investing in your products/services will be a good choice?
A. Periscope Holdings is dedicated to providing the highest quality products and services for our clients. The combined entity and financial backing of Parthenon Capital Partners only strengthens the overall solution set for this market.
Q. Will I need to assign my contract to the new entity as a result of this acquisition?
A. No. Based on the legal structure set up for the combined entity, your contract can remain as is. 
Q. I currently direct my vendors to BidSync.com to register and have access to my agency bids. Do I need to route them to Periscope?
A. No. Although the name of the company will be Periscope Holdings, the company will not only maintain the BidSync brand for its products, but also its website and online portal.

A. Yes. Periscope Holdings will continue to innovate and add features, based on customer feedback. A full, combined product roadmap is not yet finalized, but we maintain a commitment to superior service for our customers. Q. If I am a current Links customer will I now have access to Periscope customer data?
A. The acquisition of BidSync by Periscope Holdings is anticipated to provide more bid opportunities and a richer set of data (such as bid documents and attachments) to our Links customers. Further details still need to be worked out, and the amount of data offered will be the decision of each Periscope agency customer.
Q. Will my online BidSync account portal be changed?
A. No. You will continue to log on to the same vendor portal to access your BidSync services, and we will continue to support and innovate our bid notification, spend analytics, contact lists, and RFP writing services that you currently use.
