Brian Utley leads Periscope Holdings, Inc., laying the foundation on which the company has built its leading purpose to eradicate waste and maximize value. Brian takes a customer-oriented approach in leading Periscope, ensuring that all business functions align with Periscope’s purpose. This dedication helps the company to succeed in saving money and enhancing transparency for the public sector entities and institutions of higher education it serves. Brian is a public procurement thought leader, known for actively driving innovation and striving to deliver on the promise of purpose-based procurement. In earlier years, he was employed at a government agency, which is where he acquired the initiative to raise efficiency and streamline processes for the public sector. Brian offers more than 15 years of experience in public affairs, public relations, strategic consulting, marketing, and political consulting. He also provides extensive expertise in public procurement and is an NIGP Government Certified Contractor (GCC). Prior to joining Periscope, Brian served as Special Assistant to the Texas Comptroller of Public Accounts. In addition to leading numerous real estate investments, Brian previously worked as a director at Temerlin McClain Advertising, helping companies and political organizations fulfill their communications objectives. Brian is extremely involved in community service as a board member for the Texas Neurofibromatosis Foundation and the Busby Foundation (fighting Lou Gehrig's disease). He is also an active member of the Young President's Organization and formerly served as the membership chairman. Brian earned his Bachelor of Science in Political Science from the University of Texas - Dallas.
As Chief Operating Officer, Chris Kennedy is responsible for executive leadership over all the solutions Periscope provides to our customers, including product, development, technology infrastructure, implementation services, and support. Chris has been with Periscope since 2005, serving as Vice President of Services until December of 2015. During that period, he led Periscope’s teams working directly with customers to implement and support our eProcurement implementations at states, local governments, school districts, and universities across the nation. Prior to joining Periscope, Chris was a senior manager with Deloitte Consulting's Public Sector Strategy and Operations practice. Previously, he held various positions with the State of Texas, including with the Office of the Governor, House of Representatives, and the state's environmental regulatory agency. Chris earned his Bachelor of Arts in Political Science at Trinity University, and his Master of Public Affairs/Master of Arts in Latin American Studies at The University of Texas at Austin.
David Nelson provides strategic financial leadership to Periscope. As CFO, he is focused on managing rapid growth and profitability while aligning strategic business functions to create value. David brings 30 years of finance and operations management experience in both large public and small high-growth technology companies. Prior to joining Periscope, David was Chief Financial Officer and VP Finance Planning and Analysis at Q2 Holdings, where he played a key role in the company’s significant growth and successful IPO. Prior to Q2, he was Chief Financial Officer and/or Chief Operating Officer at four successful startup technology companies, including Trillion Partners, Salion, Hire.com and Merrin Financial. David started his career at ITT Corporation in various finance and accounting positions as well as a year as Assistant to the Chairman. David has an MBA in Finance and Accounting from Southern Methodist University, a Masters of International Management from Thunderbird, School of Global Management and a BA in Economics from Kalamazoo College.
As Chief Technology Officer of Periscope Holdings, Cesar Gonzalez is responsible for technical leadership, strategy, growth, and innovation to further develop and enhance the Periscope Holdings offerings. With over 20 years of technology industry experience working for both enterprise solution providers and a number of high-growth startups, Cesar brings a passion for building exceptional engineering teams, encouraging innovation, developing leaders, and delivering scalable, highly available solutions that deliver results. A long-term community leader, Cesar has served in Boy Scouts of America for over a decade. He currently serves as a District Roundtable Commissioner for the North Shore District. Cesar is also involved in his local church community, having served as a religious education teacher for many years, as well as participating in a variety of volunteer ministries. He is an active member of the Cedar Park Chapter of Rotary Club International and is a founder of a national engineering competition program, Extreme Engineering Challenge. Cesar is a proud alum of Rice University where he earned a Bachelor of Science in Electrical Engineering with a focus in Computer Engineering.
Jean A. Clark possesses over 30 years of public procurement experience at the state and local level, and is retired from the State of Arizona after serving almost 10 years as the State Procurement Administrator. In her current position as President of the NIGP Code, Jean’s primary responsibility includes management of the NIGP Code and Consulting programs with a focus on assisting government agencies in achieving a high performing procurement organization. She is a Past President for the Arizona Capitol Chapter and Past President for the National Institute of Governmental Purchasing, Inc. (NIGP). She is also a Past President of the National Electronic Commerce Coordinating Council and Past Treasurer of the Universal Public Procurement Certification Council. Over her career, Jean has received the prestigious National NIGP Buyer of the Year Award and is a twice earned recipient of the National NIGP Manager of the Year. Jean, while representing the State of Arizona, was the recipient of the NIGP 2011 Innovations in Public Procurement Award for ProcureAZ, the State’s eProcurement System. In 2011 she was awarded NIGP’s Albert H. Hall Memorial Award, the highest form of recognition offered by the Institute. The purpose of this award is to recognize a former or present member who has made outstanding contributions to NIGP over an extended period of time. Jean’s most recent public organization recognition was being named the 2012 Leader of Year for Government Public Policy.
Mark Didlake has over 10 years of experience selling SaaS solutions into the public sector. In 2014, Mark joined Periscope Holdings to help Public CIO, CPO and CFOs around the country solve procurement challenges with BuySpeed eProcurement solutions. As Vice President, he leads the Periscope Sales Team through the process of securing new buyer and supplier business across the United States, as well as managing existing customer accounts. Mark is dedicated to the success of his team, our company and most of all – the customers we serve. A graduate of Southern Methodist University, Mark currently lives in Austin, Texas with his wife and two children.
Pat Stutz offers Periscope Holdings’ clients almost 20 years of senior-level technology experience and special expertise in process management. Pat directs process implementation and daily operations, and oversees the firm’s finances and human resources. Prior to joining Periscope, Pat spent a decade in management with Sage Software, completing her tenure as senior manager of corporate services, where she managed 13 North American locations and led several strategic U.S. projects. Previously, Pat was the firm’s director of operations, where she played a strategic role in completing two acquisitions and transitioning those companies into the operating division. Pat earned her Bachelor of Arts degree at the University of Missouri at Columbia.
